This paper develops an empirical model to examine the relationship between energy poverty, income and housing in developing countries. The analysis focuses on Egypt, a country that has experienced rapid development and major energy reforms in recent years. Using probit and multinomial models ordered on data from the Egyptian HIECS survey, a nationally representative sample of households and dwellings, we estimate the extent of energy poverty, income and housing and their main determinants. Our results show that households with low income, high energy expenditure and high housing expenditure account for about 16.4% of the total population (respectively 7.44% for low income, high energy expenditure and low housing expenditure).
